What is a Business Improvement District (BID)?

A Business Improvement District (BID) is a defined area where local government and business owners of a community come together to fund improvements and services beyond existing municipal services that ultimately result in an attractive business district.

How will the BID be managed?

The BID will be managed by a BID Authority, whose Board is composed of representatives from the businesses and property owners within the district. This Authority will be responsible for making all major decisions regarding the BID, including which projects to fund and how the budget is allocated.

How is a BID created?

The Township creates a preliminary plan and holds a public hearing. Property owners will have 45 days to object. If there is sufficient support, the Township Board of Supervisors will adopt an ordinance officially establishing the BID and BID Authority.

Why is East Lampeter Township considering a BID?

A BID puts decision-making power in the hands of a BID Authority and its Board, which consists of representatives from the businesses within the district. This means that the businesses themselves have significant input into how the funds are used and what improvements are prioritized.

Which properties will be included in the BID?

What specific improvements will the BID provide?

The BID will focus on specific improvements designed to enhance the Lincoln Highway Lancaster corridor’s appeal and functionality. This could include streetscape enhancements like improved lighting, sidewalk repairs or landscaping, as well as marketing and branding efforts.

How will the BID be funded?

The BID is funded through an assessment levied on commercial properties within the district, with the millage rate determined by the BID Authority Board on an annual basis. These funds will be reinvested directly into projects and services within the BID.

What happens if the BID is not approved?

If the BID is not approved, the area could miss out on significant improvements that would attract visitors to local businesses, restaurants and experiences within the district.
